Galina Shadurinia, a resident of the city of Berdyansk, was found guilty of collaborationism in absentia and sentenced to 9 years in prison with confiscation. The October Court of Zaporizhzhia issued a verdict under Article 111-1 part 5 of the Criminal Code of Ukraine.
Galina Shadurina, a leading specialist in the general secondary education sector of the education department of the executive committee of the Berdyansk City Council, cooperated with the occupiers and implemented Russian education methods in the temporarily occupied territory.
The occupiers made the proactive collaborator Shadurina the head of the education department.
Together with a representative of the FSB, on May 11, 2022, Shadurina held a meeting with the directors of educational institutions and tried to persuade them to cooperate with the new occupation authorities. Shadurina dismissed those school principals who did not agree to work under the leadership of the occupiers.
Shadurina told her acquaintances that she had appointed a new director of the children's and youth sports school, as well as about the hiring of new employees and the election of new school directors. Also, the pseudo-official Shadurina discussed the problem of the absence of students in schools, the issuance of Russian-style education documents, etc.
According to the mobile phone operator, the number of the accused is registered in the city of Berdyansk and the village of Azovske, Berdyansk district, Zaporizhzhia region.
At the scheduled court session, the pseudo-official Shadurina did not appear and did not provide her explanations to the court. The case was considered in her absence. A witness testified at the court hearing, who said that she knew the accused. The witness also reported that Shadurina began to cooperate with the Russian occupiers after the occupation of the city of Berdyansk.
The witness learned from the principals of the schools who remained in Berdyansk after the occupation that the accused held meetings in the presence of representatives of the occupation authorities and people with weapons, offered to cooperate with the occupiers, and dismissed those who did not agree, and also put pressure on their parents to send children to educational institutions.
The case file contains photocopies of the documents of the "Education Department of the Mayor's Office of Berdyansk, Zaporozhye Region" signed by the "chief" regarding the dismissal of two persons from their positions.
The court considers the guilt of the accused proven beyond a reasonable doubt. The collaborator was sentenced in absentia to 9 years of imprisonment with confiscation of property. Also, she is prohibited for 15 years from holding positions in government bodies related to organizational and managerial and administrative and economic functions. The term of serving the punishment will start from the moment of Shadurina's arrest and delivery to the places of deprivation of liberty. Given the fact that the collaborator continues to be in the territory temporarily occupied by the Russian troops, it is still impossible to do this. But we hope that the punishment will be implemented in the near future.
Serhii Mytkalyk, chairman of the board of the NGO "Anti-Corruption Headquarters", commented on the verdict: "A trial in absentia is a legal procedure for sentencing in absentia." This is a good way to punish criminals if they hide from justice. In my opinion, applying similar procedures to collaborators is a justified method. Other persons should understand that, despite being in hiding in another territory, occupied or in the territory of Russia, they may be held responsible and their freedom of movement will be restricted. In case of de-occupation of the territory by Ukraine, the collaborator will be arrested. Accordingly, most likely, she will either flee to Russia or be forced to bear responsibility on the territory of Ukraine. By the time the institution of absentee investigation was adopted, many collaborators at that time would have been able to visit Ukraine later due to the low performance of law enforcement agencies at the beginning of the war in 2014. Now it won't be like that, lawmakers have closed this loophole, in particular by increasing the responsibility for collaborationism during martial law."
