Colonel Artem Horodilov is the commander of the 234th Airborne Assault Regiment of Military Unit 74268 in the city of Pskov. In 2021, Horodylov was recognized as the best among commanders of airborne troops. The 234th regiment took part in military operations in Yugoslavia, Transnistria, South Ossetia, and Abkhazia. The regiment fought in both Chechen wars. In 2008, units of the regiment took part in an operation on the territory of Georgia. The 234th Airborne Assault Regiment has been fighting on the territory of Ukraine for many years. In the period from February to April 2022, Horodilov commanded the 234th Airborne Assault Regiment of the 76th Airborne Assault Division of the Airborne Forces of the Russian Armed Forces as part of the "East" troop group. The area of activity is the western part of Kyiv region. Subordinate units of Horodylov are involved in the commission of war crimes against the civilian population of Bucha and Irpin.

The independent international commission of inquiry into violations in Ukraine under the UN Human Rights Council has published a report. It documents systematic attacks by Russian drones on civilians in the Kherson region. It also records strikes on ambulances and critical infrastructure. The Russian military is publicly distributing videos of such attacks and messages with explicit threats to civilians for moving in areas called «red zones».
