Serhiy Shcheglov is a former Ukrainian law enforcement officer who, after the occupation of part of the Kherson region in 2022, defected to the Russian Federation. According to Ukrainian investigators, he voluntarily headed an illegal “police department” in Kalanchak, Skadovsk district. While working for the occupation structure, Shcheglov, according to law enforcement officers, participated in the persecution of pro-Ukrainian residents, the organization of illegal detentions, and the operation of a torture chamber in the building of the local police station. Former prisoners and eyewitnesses reported the torture of civilians, psychological pressure, beatings, and the use of electric current during interrogations. Detainees were also forced to sing the Russian anthem and perform forced labor. The Security Service of Ukraine reported Shcheglov on suspicion of treason, collaborationism, and violation of the laws and customs of war. In May 2025, a Ukrainian court found him guilty in absentia and sentenced him to 15 years in prison with confiscation of property. He was also stripped of his special rank and the right to work in law enforcement agencies.

Prosecutors of the Kherson Regional Prosecutor's Office, together with law enforcement agencies of the region, identified 10 servicemen of the 404th Motorized Rifle Regiment of the Territorial Troops of the Dnieper Group of Forces of the Russian Armed Forces, involved in systematic drone attacks on civilians and civilian infrastructure in the Right-Bank Kherson region.

In the occupied Hola Prystan, in the Skadovsk district of the Kherson region, several occupation police officers were killed on February 28, 2026. Among them was Veronika Velmamedova, whom the Russians presented as an activist and teacher.
